
Damage, Losses and Needs of Ukrainian Media in the Context of Full-Scale War: Research Results
Lviv Media Forum, in partnership with UNESCO and with the support of the people of Japan, in collaboration with the National Council on Television and Radio Broadcasting of Ukraine and YouControl, examined the state of Ukrainian media in the context of the full-scale war. Some of the study’s data has been included in the World Bank’s Rapid Damage and Needs Assessment (RDNA) report.
This research aims to assess the physical, financial, and human losses suffered by Ukraine’s media sector. For the first time, the physical damage and losses of the media sector are considered as part of Ukraine's overall economic losses. Until this year, data on media sector losses had not been included in the World Bank report.

How Was The Study Conducted?
The research design was based on the World Bank’s Rapid Damage and Needs Assessment (RDNA) methodology. To provide a comprehensive assessment of the media sector's condition, the quantitative methods outlined in the RDNA methodology were supplemented with qualitative approaches. Specifically, the team conducted:
- A survey of 200+ media outlets from all regions of Ukraine, excluding temporarily occupied territories
- A survey of 400+ journalists from various regions
- Financial analysis of damages and losses based on financial reports from 2,000+ media companies
- 16 in-depth interviews with media experts from different regions and 17 focus groups with media professionals
Clarification: The World Bank report includes exclusively the results of the quantitative survey of editorial offices. Data obtained at other stages of the study will be included in the comprehensive report on the state of Ukrainian media in the context of the full-scale war. Lviv Media Forum will publish the full research report in May 2025.
